The Swedish Nuclear New-build Coordination Office

The Swedish Nuclear New-build Coordination Office is a commission of inquiry set up by the Swedish Government in early 2024. The task of the nuclear new-build coordination is primarily to support the Swedish Government’s efforts to promote and enable new nuclear power in Sweden. This is to be done in accordance with a roadmap for new nuclear power agreed upon by the governing political coalition, with the goal of achieving a reliable and secure electricity supply and to facilitate the climate transition.

Our mission

The coordinator’s responsibilities include several key aspects:

  • Monitoring and analysing the progress of the nuclear power new-build to ensure it aligns with the Government’s roadmap. This involves following up on the Government’s decided and announced measures and initiatives.
  • Identifying obstacles and needs for complementary measures to drive the work forward. This includes gathering information from various stakeholders and translating identified hindrances into recommendations for additional actions.
  • Serving as a central point of contact and fostering collaboration among various stakeholders involved in the nuclear power sector, such as authorities, municipalities, power companies, grid operators, suppliers, and financiers. The aim is to increase the pace of establishing new nuclear power through dialogue and coordination.
  • Compiling and describing both the Government’s measures and the work of various stakeholders in relation to new nuclear power. Informing stakeholders about the Government’s initiatives to strengthen the conditions for investments in new nuclear power.
  • Providing ongoing knowledge and updates on the progress of nuclear power expansion to the Government Offices (Regeringskansliet) and proposing further measures to enhance the conditions for new nuclear power in Sweden.

The national coordinator has released three reports describing the work carried out, with recommendations to the Government in terms of additional measures.

First Interim Report (June 2024)

In the report the coordinator observes that the Government has initiated and, in some cases, implemented several measures and investigations to establish clearer and more efficient conditions for new nuclear power in Sweden. The Government has also assigned several missions to national authorities for the same purpose. These efforts are summarized in the report. The nuclear new-build coordinator assesses that the measures are well-targeted and appropriately designed considering the state’s capacity to create favourable conditions for new nuclear power in Sweden. The report presents a number of recommendations for additional measures that are divided into two categories: actions required to achieve the roadmap’s objectives and measures to minimize risks.

Second Interim Report (February 2025)

The National Nuclear New-build Coordinator’s second interim report provides a clarified recommendation on how a programme organisation may be designed. The coordinator recommends the establishment of a state-owned company that invests in new nuclear power capacity. By investing in several projects that get financial support from the state’s financing model, lock-in effects regarding learning can be avoided. In this way, a higher cost-efficiency and a more responsible use of tax-payers money can be achieved.

The coordinator also proposes regional cooperation with neighbouring countries regarding skills and supply chains. The report also provides a follow-up of activities of the National Nuclear New-build Coordinator since the previous interim report, a summary of ongoing activities for new nuclear power and an assessment of the possibility to fulfil the goals in the Swedish Government’s roadmap for new nuclear power.

Third Interim Report (November 2025)

The National Nuclear New-build Coordinator’s third interim report summarizes the efforts that the government has taken until now to enable new nuclear power in Sweden. The coordinator also reports on the ongoing analysis work that will result in new recommendations to the government at a later stage. The coordinator further more provides an assessment of the current situation regarding the development of new nuclear power.

Finally, the coordinator highlights the need for further positions at a political level, which will become relevant when the measures according to the Tidö Agreement concerning nuclear power in general have been initiated or implemented. Such overall positions, as well as the continued path forward for new nuclear power, can be described in a national nuclear power strategy.
